Watro, Argall Announce Nearly $4.5 Million in PENNVEST Funding for Schuylkill County Water, Sewer Projects

July 15, 2026

HARRISBURG – Rep. Dane Watro (R-Luzerne/Schuylkill) and Sen. Dave Argall (R-29) on Wednesday announced nearly $4.5 million in funding has been approved by the Pennsylvania Infrastructure Investment Authority (PENNVEST) for water and sewer system projects in Schuylkill County.

The funding includes a nearly $2.5 million grant for the Kline Township Municipal Authority to replace water mains in Kline Township and a $2 million low-interest loan for the Mahanoy City Sewer Authority to support design work for improvements to its wastewater treatment plant.

“I’ve supported getting PENNVEST funding to ensure these necessary upgrades to critical infrastructure are made without placing the full cost on local ratepayers,” said Watro. “The Kline Township project will replace older, undersized mains with larger waterlines, improve fire protection and replace service lines. The Mahanoy City funding will help move forward the design work needed to address long-term wastewater treatment needs at a facility that has served the community for decades.”

“This highly competitive state funding will enhance water service and strengthen fire protection for Kline Township residents and begin the design phase for essential upgrades to Mahanoy City’s aging wastewater treatment plant,” Argall said. “Programs like this enable our communities to move forward with critical infrastructure projects that improve quality of life and strengthen public safety.”

The Kline Township Municipal Authority project consists of replacing approximately 4,200 feet of water main along Snyder Avenue, Marcus Street, Bayview Terrace and Hillside Road in Kline Township. Existing small-diameter water mains, primarily 4-inch asbestos cement pipe with sections of 2- and 3-inch steel pipe through private properties, will be replaced with 8-inch water mains installed within public rights of way. Fire hydrants and existing service lines, most of which are galvanized steel, also will be replaced.

The Mahanoy City Sewer Authority project will support preliminary and final design of necessary improvements to the authority’s existing wastewater treatment plant to ensure the plant can meet effluent guidelines and address health, sanitary and security needs. The 45-year-old facility is in need of replacement, and the design phase will allow the authority to complete plans for a two-phase project to construct a new treatment plant.

PENNVEST is a financing authority that provides low-cost financial assistance to address water, wastewater, stormwater and nonpoint source pollution problems that impact public health, safety, the environment, regulatory compliance and economic development.
